Remote | Public Infrastructure Finance Model Reviewer — $190–$210/hour

We are sharing a specialised part-time consulting opportunity for professionals experienced in U.S. water infrastructure, municipal finance, public sector capital planning, infrastructure funding, Excel-based financial modeling, and structured capex review.

This role supports current and upcoming remote consulting opportunities focused on structured water and wastewater infrastructure review, municipal capital planning, federal funding analysis, state financing mechanisms, infrastructure model validation, and high-quality project execution. Selected professionals will apply their water infrastructure and municipal finance expertise to review complex financial models, evaluate assumptions, prepare structured feedback, and support accurate, evidence-based infrastructure planning workflows.

Water & Wastewater Capex Model Review

  • Review Excel-based financial models projecting U.S. water and wastewater capital expenditure across defined planning periods
  • Evaluate model structure, linked sheets, formulas, scenario tabs, assumptions, and output logic
  • Assess whether modeled capex projections reflect real-world water and wastewater infrastructure financing dynamics
  • Identify formula issues, structural gaps, inconsistent assumptions, and opportunities to improve clarity and robustness

Federal, State & Municipal Funding Analysis

  • Review assumptions tied to federal water funding programs such as State Revolving Funds, WIFIA, IIJA allocations, and related supplemental funding streams
  • Evaluate integration of state-level water financing mechanisms, bond issuance dynamics, municipal capital improvement plans, and utility-level planning inputs
  • Cross-check infrastructure assumptions against EPA needs survey materials, funding flows, and state or municipal planning logic
  • Prepare clear written explanations for funding, financing, and capital planning conclusions based on source materials and verifiable criteria

Scenario, Policy & Infrastructure Planning Support

  • Review policy scenario modeling involving funding changes, allocation shifts, regulatory impacts, capital planning assumptions, and projected infrastructure investment needs
  • Evaluate municipal CIP rollups, needs assessment extrapolations, capex timing assumptions, and policy-driven outputs
  • Provide structured feedback on model accuracy, realism, sensitivity design, and public infrastructure planning logic
  • Maintain accuracy, consistency, and professional judgment across submitted work

Ideal Profile

Strong candidates may have:

  • 5+ years of experience in water infrastructure, wastewater infrastructure, municipal finance, public sector capital planning, infrastructure advisory, utility finance, or related public infrastructure roles
  • Direct experience with municipal water or wastewater utilities, capital improvement planning, infrastructure investment analysis, state revolving funds, WIFIA, IIJA, or public finance mechanisms
  • Strong familiarity with EPA needs surveys, water infrastructure funding flows, state-level financing programs, municipal bond issuance, and public utility capital planning
  • Advanced Excel skills, including comfort auditing complex formulas, linked sheets, scenario models, assumptions tabs, and large-scale financial models
  • Strong analytical judgment and ability to validate modeled outputs against real-world infrastructure financing assumptions
  • Excellent written communication skills and ability to provide structured feedback clearly

Educational Background

  • A degree or professional background in finance, public finance, economics, public administration, civil engineering, environmental engineering, infrastructure planning, urban planning, accounting, or a related field is helpful
  • Equivalent practical experience in municipal finance, water infrastructure planning, utility advisory, public sector capital planning, or infrastructure model review is also highly relevant

Nice to Have

  • Experience with municipal water or wastewater utilities, infrastructure advisory firms, public finance teams, state funding agencies, engineering consultancies, or public-sector capital planning groups
  • Familiarity with SRF, WIFIA, IIJA, EPA CWNS, DWINSA, municipal CIP planning, revenue bonds, state financing authorities, or infrastructure policy scenarios
  • Experience preparing or reviewing capex models, municipal finance models, infrastructure investment analyses, bond-related materials, funding scenarios, or public utility planning documents
  • Strong comfort with Excel-based financial modeling, sensitivity analysis, assumption review, scenario planning, and model validation
  • Strong attention to detail in numbers-heavy, policy-heavy, and infrastructure-focused documentation
